I think meraki is probably your best bet as they support billing without too much hassle all in the same dashboard?

Mikrotik, by far best wireless i have used in a smaller environment. maybe 2 per floor depending on specs of building maybe 3. They are about $100 each and each can run billing software.

i agree they are very easy to deploy and cheap

I use DNS Redirector, it works with almost anyone's AP to do captive portal with many other functions too, and no subscription fee/cloud dependency nonsense.
