I have used dozens being in the system integrator industry, for large enterprise, Spectrum is one of the most of, if not most, powerful tool out there. For mid-small, solarwinds, and even several open-source alt. work well.

Cisco Works with full licensing is a top competitor, and choice for an all cisco environment.

I would suggest, Ping plotter it is a good tool to get the performance of the reachability of the IP.

Smokeping and Smoketrace is one of the best freeware tool I have every came across, those who are using the MPLS VPN over the internet for them it would be one of the helpful tool to check the latency, packetloss, hop by hop.

Smokeping and Smoketrace are built in any Linux box, so go ahead configure in it your box, make some logings, distribute them to your N/W engineers and make their and your life easy.

Hope it was helpful.
